Josh Norman serves as Vice President for Enrollment Management at Eastern Illinois University, where he leads the teams and strategies that support students from their first campus visit through graduation. He oversees admissions, financial aid, marketing and communications, the registrar, and enrollment operations, all with a clear focus on creating a welcoming, student centered experience.

Josh’s career at EIU spans nearly two decades. He began in technology and data roles and steadily advanced into leadership, giving him a deep, practical understanding of how systems, people, and processes come together to serve students. That foundation continues to shape his approach today. He is known for being both strategic and personal. Just as comfortable reviewing enrollment data and projections as he is talking one on one with students and families about their goals.

A strong believer in EIU’s close knit, family atmosphere, Josh is passionate about helping every student find their place and succeed here. Colleagues often note how many students he knows by name and how committed he is to removing barriers that stand in their way.

He created and leads the University’s annual Strategic Enrollment Plan, which sets measurable goals and guides recruitment, retention, and student success efforts across campus. Through EnrollmentWorx, a collaborative group that includes partners from nearly every department, Josh works to ensure enrollment strategy connects to all aspects of the student and employee experience at EIU.

Before entering higher education, Josh served as a network administrator in the U.S. Air Force. In 2025, he was selected for the George W. Bush Presidential Center Stand To Veteran Leadership Program, recognizing his continued commitment to service and leadership.

Josh lives in Charleston with his wife, Cass, and their children, Miah and Lewis, and remains deeply invested in the campus and community he calls home.
