Subject: Third Year Review of Performance--Vice President for University Advancement Robert Martin

For each vice president, upon completion of three years of service as vice president, I review performance under IGP 31. This review is in addition to annual reviews of performance.

Earlier this year, I conducted a third year review of performance of Mr. Robert Martin, Vice President for University Advancement. What follows is the text of a memorandum I sent in June to individuals I had asked for input in the evaluation process. With this email I am sharing the result of the review.

TEXT OF MEMORANDUM:

I am writing to report the outcome of my third year review of performance for Mr. Robert Martin, Vice President for University Advancement.

Background

In March of this year I sent a memorandum to assistant vice presidents and directors in University Advancement, and to members of President's Council requesting feedback as part of the third year review process. The wording was, in part:

An integral part of the three-year review process is the use of the Administrative Feedback Instrument as provided in IGP 31. With this memorandum, I am asking you to submit the Administrative Feedback Instrument, which is attached. Participation is encouraged, but is voluntary. Your submitted document is confidential. By this statement, I mean that I will not share the completed forms with Mr. Martin or any other individual.

Feedback

Out of the twenty six individuals who received the March memorandum, seventeen responded. The responses were sent to me and opened by me. The responses were opened in the presence of University General Counsel for counting purposes.

Additional Factors in the Third Year Review

In addition to the internal evaluations, I used three other sources of information:
* The aggregate of my annual reviews of the vice president's performance for Fiscal Years 2010, 2011, and 2012, which consist of an annual letter from the vice president stating agreed upon goals and progress toward previously set goals, followed by a meeting and finally a letter of evaluation.
* The overall progress of university advancement during the vice president's time of service.
* Responses to requests for feedback from external contacts, including individuals involved the EIU's Expect Greatness Campaign.

Analysis of the Administrative Feedback Instrument

I tallied the responses to the questions on the Administrative Feedback Instrument. Several respondents wrote comments, as allowed, and I read those. The written responses were, in the main, thoughtful and thorough, and I thank those who provided those responses. I have not shared the individual responses with Vice President Martin. I have, however, provided him the aggregate analysis that follows in this document.

Overall, the percentages of responses to the items on the Administrative Feedback Instrument were as follows: Agree or Strongly Agree-84%; Disagree or Strongly Disagree-7%; Neutral-4%; Unable to Judge or No Response-4%. This pattern was generally in evidence across the items.

I also studied the written comments. The two stated categories for written comments were "strengths" and "areas for improvement." The comments may be summarized as follows

* Enhance communication with departments
* Foster enhanced communication among departments in University Advancement

Analysis of Additional Factors

In my annual reviews of performance and in review of accomplishments to date I have found that Vice President Martin has provided strong administrative leadership for University Advancement. Under his leadership, our philanthropy efforts were restructured; the EI&U Expect Greatness Campaign exceeded its financial goal and concluded almost two years early; alumni contacts and gifts have grown significantly; relationships with the EIU Foundation have been enhanced; marketing outreach has grown; and branding analysis has been completed. Mr. Martin is the first to remind me that the achievements above are the results of the work of the entire team in University Advancement.

Conclusion on Performance

My assessment is that Vice President Martin's performance is excellent. I have reviewed the areas for improvement with Mr. Martin and he is developing goals in those areas for Fiscal Year 2014.
