Julie Lockett is the Director of Learning Innovation in the Faculty Development and Innovation Center at EIU. Julie received a degree in Education from Eastern Illinois Univeristy and a graduate degree in Curriculum & Instruction with a specialization in Instructional Technology & Design from Southern Illinois University - Carbondale. She has been an educator since 1992 and has been teaching online courses in higher education since 2000. Julie earned the Master Online Teacher certification from the University of Illinois and is a certified Quality Matters Peer Reviewer. Julie has served higher education in the field of instructional technology and design since 1999.

Julie has been employed at EIU in her current position since July 2007.  Julie developed the OCDi (Online Course Development Institute) in 2008. The OCDi has evolved over the years and Julie continues to facilitate the course.  The Online Course Development Institute was established to provide faculty at Eastern Illinois University a professional development opportunity to experience best practices in online teaching and guidance in quality online course development. The OCDi is for EIU faculty developing or redesigning an online course and teaching online for the first time at EIU.  In 2021, Julie developed the Quality Online Course (QOC) certification program.  The QOC was established by the FDIC to recognize the hard work and dedication of EIU faculty for their excellence in online education and quality online course design.
