Civil Service & Extra Help

Public universities in the State of Illinois are required to classify professional (non-academic), technical, and support staff according to established civil service categories. All staff jobs, except those determined by the Civil Service Merit Board to be administrative/professional in nature, are classified as civil service. To be considered for Civil Service Positions you must complete and submit an application and pass an examination.

Temporary extra help are civil service employees hired on a temporary basis to handle emergent excess workloads within a department. These employees may work up to a total of 900 hours. At that time, the employee must be terminated for at least 30 days before they can be rehired in another extra help position.

Civil service openings are sometimes advertised online; however, you should test for any EIU civil service classification in which you are interested before a vacancy occurs. Read about the hiring process to learn how the hiring system works for Civil Service.

Accountant III

Accountant III

The Accounting Office at Eastern Illinois University is seeking candidates for a full-time Accountant III position.  Responsibilities include:

  • Preparation of complex Federal and State tax returns.
  • Assist in daily accounting related operations with EIU’s Intercollegiate Athletics Department.
  • Develop and design financial and special reports on the University’s accounting system.
  • Perform accounting duties including bank reconciliations and voiding checks.
  • Review outstanding checks; prepare outstanding check letters and send to vendors.
  • Assist Director of Business Services/Treasurer in overall office operations.

Required qualifications for the Accountant III classification are:

  1. A Bachelor’s degree with a major in accountancy (or equivalent work).
  2. Four years (48 months) of progressively responsible experience in professional level accounting work consistent with the next lower level of this series.

(An advanced degree in accounting or registration as a certified public accountant may be substituted for one year of professional experience.)

Associate Director of Housing and Dining for Business Operations

 

Eastern Illinois University is looking for qualified candidates for the position of Business/Administrative Associate – Associate Director of Housing and Dining for Business Operations.  This position will act as the chief financial officer for the department.  Duties will include:

  • Advise the Executive Director of Housing and Dining Services (UHDS)concerning all departmental financial matters.
  • Supervise preparation of the annual budget, annual rate proposals, and prepare documents for the department of UHDS for submission to university officials and Board of Trustees.
  • Responsible for monitoring financial performance of all UHDS departments.
  • Co-supervise and assist in providing direction to the technology staff of UHDS.
  • Work with department management staff to plan and control allocated financial resources.
  • Provide support for daily operations of the business including coordinating with Procurement, Facilities, Human Resources, Legal, UHDS Marketing, EIU Business Office, ITS, and other departments.
  • Work collaboratively to develop and/or improve systems, business operations strategy, processes, controls, and procedures that improve the overall efficiency of UHDS.
  • Participate on university committees and meetings that involve departmental financial policies and procedures.
  • Supervise the development, implementation, and on-going revisions of internal information systems related to fiscal operations.
  • Work with department staff to ensure financial management systems and software are fully utilized.
  • Design/conduct staff training related to fiscal operations.
  • Review and analyze UHDS business contracts with outside vendors.
  • Respond to inquiries regarding fiscal policy and financial planning and control.
  • Manage contract appeals.
  • Manage first year residency requirements, including enforcement, exceptions, & correspondence.

Qualifications: 

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Two years of professional business, financial, and/or managerial work experience.
  • Experience must include managing finances and operations at an organizational or department level. (Note:  A Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.)

Events Administrator Associate (Associate Director of Campus Scheduling)

 

The Events Administrator Associate (Associate Director of Campus Scheduling) oversees the daily operations of the Campus Scheduling Office and serves on the MLK JR University Union Leadership team. The Events Administrator Associate assists with the supervision of facility operations in the MLK Jr University Union. The Events Administrator Associate manages event planning and execution for events in the MLK JR University Union, and coordinates events with various departments across campus, as well as events in the local Charleston community.

Essential Duties and Responsibilities:

  • Event coordination with on-campus and off-campus clients, including room setups, technology needs, catering, and other important event details.
  • High profile event oversight for annual university events such as Welcome Week, Homecoming, Family Weekend, Board of Trustee Meetings, and various departmental banquets and administrative functions.
  • Supervise the MLK JR University Union Building Service Worker (BSW) staff, the Assistant Director for Building Services, the Space Administrator, student Building Supervisors, Student Bartenders, and Graduate Assistants.
  • Manage the university liquor license and supervise events with alcohol while providing beverage service to clients and guests. Adhere to state of Illinois liquor regulations and university policies.
  • Utilize Astra scheduling software as the licensed event management software for the university. Run various event reports to support the needs of departments across the campus.
  • Create marketing materials for events in the MLK JR University Union and advertise the University Union’s amenities and services across the campus.
  • Serve as liaison between the University Union and Facilities Planning & Management (FPM) to ensure the physical upkeep of the University Union.
  • Oversee departmental inventory of all fixtures, furniture, and equipment, and conduct regular updates and additions to inventory as needed.
  • Assist with facility operations such as Audio/Visual equipment, daily area cash deposits, parking meters, and other miscellaneous duties as assigned.
  • Due to scope of work, regular night and weekend hours are required.

Minimum Acceptable Qualifications:

  1. Bachelor’s degree in Hospitality, Marketing, Public Relations, Communications, Business Administration, Student Affairs, or a closely related field.
  2. One (1) year (12 months) of professional work experience in Events Planning, Conference Management, Public Relations, Communications, Marketing, or any other related field.
  3. Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

Eastern Illinois University is seeking candidates for a full-time Civil Service position of Facilities Operations Specialist in Facilities Planning and Management (FPM).  This position will be the initial point of contact for campus customers and other individuals requesting services.  Responsibilities include:

  • Managing maintenance service requests, inquiries, complaints, special event setups, requests for remodel or new construction, reports of damage, and emergency situations.
  • Assist other office personnel with issues related to payroll and timecards.
  • Provide administrative support for duties related to the operations of FPM.

Salary: $15.50 / hour. In addition to this wage, there is a $1.25 shift differential added to the above wage when working 2nd shift.

Office Administrator: Dean of Student Success & Senior Diversity and Inclusion Officer

Police Officer

Police Officer Testing

Eastern Illinois University in Charleston will be conducting testing for the University Police Officer classification.  The Physical Fitness Test is scheduled for Saturday, June 1, 2024.

Candidates must be Illinois residents; be a high school graduate or equivalent; possess a valid driver’s license; have no record of conviction of a felony or a crime involving moral turpitude; be eligible for bonding; be at least 21 years of age upon employment; and be able to complete the Basic Law Enforcement Officers Training Course. 

Police Officers at EIU safeguard lives and property by enforcing applicable laws and regulations and promoting good university/community relations.  They work under general supervision of higher-level personnel.  The typical duties of a Police Officer include:  patrols assigned post, investigates incidents, makes arrests, investigates violations of State statutes, city and county ordinances and university regulations; conducts investigations as required, submits reports to supervisors, directs vehicle and pedestrian traffic and enforces parking and traffic rules and regulations; investigates and reports unusual conditions that might endanger the public safety; assists other agencies during emergencies.

Police Officer: Lateral Transfer

The State University Civil Service System for Illinois now allows Eastern Illinois University to maintain a lateral transfer list for Police Officer positions.  Interested law enforcement officers will be required to submit an application to be considered for this list.  Applicants must be employed as a law enforcement officer from outside of our State Universities and employed at either a municipal law enforcement agency, a county sheriff’s office, Illinois State Police, or a similar municipal public safety department.

Applicants must meet the following requirements:

  • Be an Illinois resident or agree to become a resident of Illinois within 180 days after following the date of his/her appointment.
  • Demonstrate at least two years of full-time law enforcement work experience. (Required duties assigned must have included: making arrests, enforcing laws, investigating crimes, responding to calls for service, using discretion as part of the assigned duties, and carrying firearms.)
  • Have no more than a two-year break in service from the time he/she left a comparable law enforcement agency and the time he/she makes his/her application to Eastern Illinois University HR.

Substitute Shuttle Drivers

Position Summary: Small Business Advisor

We are seeking a dynamic individual passionate about fostering the growth of small businesses in various industries. This role, based in our independent satellite office within a shared workspace will provide expert guidance to clients across our full region which includes (but not limited to) the counties of Coles, Clark, Cumberland, Edgar, Effingham, Douglas, Moultrie, and Shelby.

*Please note that funding for this position is secured through a specified Grant period each calendar year. The continuation of employment beyond the current funding is contingent upon sustained funding or the acquisition of new Grant.

Minimum Requirements:

  • Bachelor’s degree with two years of hands-on experience in small business management or business financial analysis.
  • Proven self-starter with the ability to work independently and occasional travel within a 30-minute radius. Rare overnight travel within and out of state (up to 2x per year).
  • Consistent in-office availability during business hours to serve as primary point-of-contact.
  • Proficient in remote meeting software (e.g., Zoom, Microsoft Teams).
  • Proven ability to establish and maintain positive community and stakeholder relations through effective communication skills, both oral and written.

General:

Overall, the Small Business Advisor is versatile and adaptable across different stages of business development. The Small Business Advisor will:

  • Conduct all business operations and administrative tasks in accordance with grant requirements.

  • Deliver engaging business presentations to diverse audiences in public settings.
  • Develop tailored programs to empower small businesses and drive success.

Daily focus will shift based on the specific needs and challenges faced by businesses in each segment:

Pre-Venture:

  • Provide foundational guidance to pre-venture entrepreneurs through validation of business ideas, feasibility assessments, pricing models, budget analysis, knowledge of early-stage capital access assistance, and basic business planning.

Emerging Businesses:

  • Collaborate with emerging businesses to stabilize operations and identify areas for improvement though advising on day-to-day operations, employee management, market opportunities, inventory control, risk management, cash flow and fiscal management.

Growing Businesses:

  • Provide or connect growing businesses with expert guidance to enhance operations and increase profitability through strategic planning, financial modeling, process optimization, growth strategies, cybersecurity, and connections to resources for: exporting, government contracting, product development, etc.

Mature Businesses:

  • Assist mature businesses in refining strategies for lease negotiations, profit sustainability, succession/transition planning, market projection assessments, and dissolution assessments.

The EIU Department of Teaching, Learning and Foundations seeks a non-tenure track faculty member (grades K-6) to teach courses such as instructional strategies for the elementary classroom; diverse contexts that influence the learning process; reading and literacy; and assessing student learning: a field-based experience. Candidates will be expected to evaluate students in field experiences and foster professional relationships with public school partners. Teaching assignments may include undergraduate and/or graduate courses using online, face- to-face, off campus, or blended formats according to program need.

Successful candidates will be committed to the department mission of providing current and future educators with knowledge, skills, and dispositions to meet the challenges of today’s classroom.

Successful candidates must have: familiarity with educational theories of learning and teaching; knowledge of current state and national standards; ability to work collegially with other members of the faculty; desire to engage in cross-disciplinary collaboration; and professional written and oral communications skills.

Qualifications: The educational/experience requirements for this position are as follows:

Required:

  • Master’s degree from an accredited university in curriculum & instruction, elementary education, or closely related field.
  • Minimum of 3 years of teaching experience in grades K-6 public school
  • Demonstrated commitment to diversity and experience promoting inclusive

Preferred:

  • Experience teaching at the college/university level, including supervision of pre- service field placements.
  • Experience teaching reading and literacy and/or
  • Experience teaching online
  • Experience with partnerships between public schools and
  • Experience working with grades K-
