TEXTBOOK RENTAL SERVICE
GUIDELINES AT A GLANCE
BASIC TEXTBOOKS
The Textbook Rental Service purchases and issues only
basic textbooks. These are titles that provide basic information regarding the
material studied in a specific course. All new purchase requests must be fully
completed and submitted by the established semester/term deadline.
REQUEST FOR NEW TEXTBOOK PURCHASE FORM
SUPPLEMENTAL MATERIALS
All other supplemental readings, workbooks,
and consumable items are not considered basic textbooks and are sold, as
supplemental purchase items, through the University Union Bookstore.
Supplemental/Student Purchase Items must be requested through the Textbook
Rental Service. These requests must be submitted by the established
semester/term deadline and are subject to cost limitations.
SUPPLEMENTAL/STUDENT PURCHASE FORM
ADOPTION CYCLE
A basic textbook must be issued the longer of two years
or three semesters. Summer term does not count as a semester of use unless that
is the only time that the course is offered.
MONETARY MAXIMUM
The current course monetary maximum is $100.00.
This includes all basic texts for any one course.
DISCARDING PROCESS
The Textbook Rental Service discards and removes
titles from the inventory per authorization from an instructor and/or the
Department Chairperson. If a complimentary copy of a discarded text is desired,
please submit a written request. This request can be submitted on the Request for
Textbook Purchase form, the Issue Requirement Report, the Departmental
Printout, or an e-mail message to camiller2@eiu.edu or seallen@eiu.edu.
FAIR WARNING LISTING
Textbook information for all textbooks not issued for a
period of five years or longer will be included in a "Fair Warning Listing" to be sent
to each appropriate Department Chairperson to be shared with all faculty members
within that department as to the lack of usage and the removal of these titles from the
Textbook Rental Service inventory or the specific plans to issue these titles for
current or future courses. Individuals, within each department, will review this listing
and make notations as to the removal or retention of each title. If titles are to be
retained in the Textbook Rental Service inventory, there must be specific information
as to the course or courses that the textbook will be assigned and the expected date of
use, (i.e. semester/year). This information must be returned by the established
deadline. If the information is not returned by the established deadline or no
notations are visible upon receipt of this information by the Textbook Rental Service,
the "Fair Warning Listing" will be forwarded to the appropriate Dean of each
academic area to serve as notification that these titles will be eliminated from the
inventory. If titles, listed to be issued for current or future courses, are not utilized,
these titles will be removed from the Textbook Rental Service inventory by the
authorization of the Director, Textbook Rental Service. Textbooks that are listed to
be removed from the inventory cannot be reordered for a period of two years

RESERVE TEXTBOOKS
If a copy or copies of a title is to be placed on
reserve in Booth Library, an e-mail request to pasparks@eiu.edu can be sent.
This message should include the author, title, course number and section,
semester/term, the instructor, and an estimated enrollment. One copy per 10
students can be placed on reserve. The request must be repeated each
semester/term and must be submitted by the semester/term deadline.
SUPPLEMENTAL PURCHASES
The Supplemental/Student Purchase form must be completed and submitted, along with all other information, by the
designated deadline. These are reviewed and forwarded to the University Union
Bookstore. These supplemental materials must not exceed 50% of the current
course maximum - $50.00 or, if software is included 75% - $75.00.
PURCHASE OPTION
The Textbook Rental Service offers a sales period to the
students for textbooks that they have checked out for current semester/term
courses. The tentative sale’s periods are as follows:
- FALL SEMESTER – MONTH OF OCTOBER
- SPRING SEMESTER – MONTH OF MARCH
- SUMMER TERM – DATES VARY WITH SESSION

SEMESTER/TERM TEXTBOOK RETURN DEADLINES
The deadline to
return textbooks is the Friday afternoon of Final’s week at 3:00 p.m., for both the
Spring and Fall semesters, with the exception of Summer terms. The Summer
return deadline is the Monday following Final’s Week and can vary with Summer
hours. All textbooks that are not returned by the deadline will be subject to late fine charges per book, during the following five-day grace period. Late returns will
not be accepted after the five-day grace period following the announced
semester/term deadline.

LATE TEXTBOOK RETURNS
Students not returning textbooks by announced
deadlines at semester or term ends are subject to charges including the list price of
each textbook not returned and late fine charges per book. Late charges will
be imposed immediately, to individual student accounts, following the announced
deadlines. Students will be charged and automatically billed the current list price
for each unreturned book five days after the announced deadlines. These charges
are non-refundable. The Textbook Rental Service will be closed the first business
day following the five day grace period after the semester/term deadline to
process all student and textbook records associated with those textbooks that were
not returned. Late returns will not be accepted after the five-day grace period
following the announced semester/term deadline. Late fine charges per
book are in addition to the list price of each lost or damaged book as well as any
books that are not returned by the five-day grace period following the designated
deadline.

TEXTBOOK CONDITION
All textbooks are rented and are the property of
Eastern Illinois University. Students are not allowed to highlight, underline, or

TEXTBOOK PURCHASE EXCEPTIONS
The Textbook Rental Service does
not purchase textbooks for workshops, special courses, independent study,
internship, research or thesis courses. However, if there are titles not being
issued, instructors may request that students in these types of courses utilize these
books after the third week of classes. These requests can be sent to camiller2@eiu.edu or seallen@eiu.edu for processing.INTERNAL GOVERNING POLICY #49
ADDITIONAL INSTRUCTIONAL MATERIALS
Increasingly, publishers are
including additional instructional materials with textbooks. These can be in the
form of CD ROM’s, PowerWeb cards, InfoTrac cards, and Registration codes. If
it is requested and approved by the Department Chairperson, the CD ROM will be
included in the text, if possible. All other materials will be delivered to the
instructor of record and distributed at their discretion.
TEXTBOOKS AUTHORED BY EIU FACULTY
To minimize suggestions of
conflict of economic interest, recommendations for adoption for basic or
supplementary textbooks authored by University faculty members must include
approval of the Department Chair and the Dean responsible for the academic
department. A statement must accompany such recommendations, indicating (a)
that no other textbooks containing material appropriate to the course are available,
or (b) that if other textbooks are available, the textbook selected is deemed most

TEXTBOOK RENTAL SERVICE ADVISORY COMMITTEE
The Textbook
Rental Service works, in conjunction, with an advisory committee composed of
representatives from numerous areas of the University. These include Council on
Academic Affairs, Council on Graduate Studies, Graduate Student Advisory
Council, Faculty Senate, Faculty-at-Large, and the Student Body.INTERNAL GOVERNING POLICY #49
ON-LINE INVENTORY
The Textbook Rental Service has implemented an on-line inventory system that can be accessed from our home page – http://www.eiu.edu/~textbks/list. This searchable database can be used to view
our entire inventory. It was created to decrease the number of new requests and to
utilize the texts that we have already purchased with student fee monies. It is our
hope that faculty members will use this tool to activate titles that have been idle.
Please view this database and choose your texts from those that are currently
available.
