The scholarship shall be awarded to a declared major in Secondary Education who has attained at least the sophomore grade level, with preference for students concentrating in English. The selection committee shall give a preference to a scholarship award applicant who has graduated from a high school in Coles County, Illinois. The selection committee shall also give a preference to an applicant who has an overall grade point average at the college level of 3.0 or higher.
