CAMPUS EMERGENCY MANAGEMENT PROVISIONS
The Annual Security Report is available in a hard-copy format upon request. Please contact the University Police Department located at 7th and Grant or phone us at (217) 581-3213 between 7:00 a.m. and 3:30 p.m. Monday through Friday.
The report contains certain crime statistics for the previous three years. It also contains policies, procedures, and contact information regarding campus safety.
INFORMATION ABOUT POLICIES AND PROCEDURES
Established in 1895, Eastern Illinois University provides quality, affordable undergraduate and graduate education for approximately 12,000 students. The University is committed to developing broadly educated, responsible citizens. Eastern students graduate at a higher rate than the state and national average rates. The success of the students can be attributed, in part, to the environment of the campus community.
The University is dedicated to the safety and welfare of all campus members and guests. The following information has been prepared to increase your awareness of the policies and procedures that are designed to protect you and your property. Portions are also provided in compliance with the Federal Drug-Free Schools and Communities Amendment Act (Public Law 101-226) and the Federal Student Right-To-Know and Campus Security Act (Public Law 101-542).
INTRODUCTION
Eastern Illinois University is concerned about the safety and welfare of all campus members and guests. Because no community, including a campus community, is free from all crime, Eastern Illinois University has developed policies and procedures that are designed to ensure that every possible measure is taken to protect persons and property on campus.
UNIVERSITY POLICE DEPARTMENT
The Eastern Illinois University Police Department, located at the corner of 7th and Grant, provides service and protection to the campus community 24 hours a day, 365 days a year. The 21-person force of armed and certified police officers have full arrest powers. All are trained in emergency response procedures, first aid, and firearms proficiency, and are provided continuing training opportunities to upgrade their skills.
The Department enforces state laws and University regulations. All criminal incidents are investigated. The University Police Department maintains a cooperative relationship with the Charleston City Police, the Coles County Sheriff's Department, (mutual-aid agreements are in place) and the Illinois State Police. Crimes reported to the Charleston Police Department involving students or occurring in areas immediately accessible to the campus are forwarded to the University Police Department. The University Police Department is a member of the local Crisis Response Team which consists of officers from several local departments.
ACCESS TO CAMPUS FACILITIES
Building access is limited in the evenings and on weekends. Only those who have clearly demonstrated a need are issued keys to a building. Contract maintenance and physical plant employees are issued identification badges and must sign out keys. The Campus Police conduct routine security checks of the various buildings during evenings and night hours.
REPORTING SUSPICIOUS ACTIVITY AND CRIMES
Students, faculty, staff, and guests are encouraged to report any crime or suspicious incidents to the University Police Department in an accurate and timely manner. Prompt reporting greatly assists law enforcement members in their investigation. Reports may be made anonymously http://www.eiu.edu/~police/Welcome_Tips_Online.php or on a confidential basis in some circumstances. The University Police Department will attempt to substantiate the report. University telephone service is provided to each on-campus student room and apartment and in the offices and lobbies of campus buildings. In an emergency, dial 911. For non-emergency, dial 581-3212. For administrative purposes or information, the University Police can be reached by dialing 581- 3213 during normal business hours. In addition to 35 exterior telephones, 19 call-box phones are placed strategically throughout campus. These telephone boxes can be easily identified by a blue light and require only the push of a button to place an emergency call.
ENFORCEMENT OF ALCOHOL & DRUG VIOLATIONS
Students who violate University policies concerning drugs and alcohol may be referred to the Office of Student Standards for disciplinary action in accordance with the Student Conduct Code. They may also be required to successfully complete a counseling and treatment program as a condition of continuing as a student of the University. Students, faculty and staff who violate State or Federal law may also be subject to criminal prosecution.

SEXUAL ASSUALT POLICIES & PROCEDURES
It is the policy of Eastern Illinois University that sexual assault will not be tolerated. This policy applies to all members of the campus community: students, employees, visitors. It applies to incidents which occur on university property, as well as at off-campus functions sponsored or supervised by the institution.
The term “sexual assault” as used by Eastern Illinois University in this policy encompasses the legal definition of sexual assault contained in Chapter 720, Illinois Compiled Statutes, and the definition of forcible and non-forcible sex offenses used in the Federal Bureau of Investigation’s Uniform Crime Reporting System. It includes, but is not limited to, acts of rape (stranger and acquaintance), other forms of coerced sexual activity, and unwanted touching or fondling. It may also apply to the term Sexual Misconduct as defined by the Student Conduct Code:
Sexual Misconduct is any physical act of a sexual nature, committed under duress or by force, or without the consent (a freely given, knowing agreement) of the individuals involved. Consent is deemed incapable of being given if the person’s physical and/or mental control is markedly diminished as the result of alcohol, other drugs, illness, injury, or any other reason.
The University is committed to:
- educating the campus community about awareness and prevention of sexual assault and its consequences,
- providing support services to victims of sexual assault,
- thoroughly investigating alleged incidents of sexual assault, and
- disciplining student and employee perpetrators of such acts.
PREVENTION AND AWARENESS OF SEX OFFENSES
A variety of offices provide services aimed at the prevention of sex offenses as well as educational programs about the awareness of rape, acquaintance rape, and other sex offenses. Information about current relevant co-curricular programming is available through the University Police Department and the Counseling Center. Services and educational programs include, but are not limited to:
- Emergency telephones, directly linked to the University Police Dispatch (CECOM), are located at strategic outside locations on the campus.
- Security cameras record several campus sites.
- House phones are located at the entrances to most residential facilities.
- The University Police participate in annual campus safety walks to identify and resolve physical security issues on the campus.
- The University Police host Rape Aggression Defense (RAD) self-defense for women classes and offer other safety and prevention courses along with Housing, the Student Recreation Center, Orientation, and the Counseling Center.
- Academic courses in several programs including Sociology, Foundations, and Women’s Studies regularly include content on selected aspects of sexual assault.
PROCEDURES TO FOLLOW IF A SEX OFFENSE OC CURS
- If a sex offense occurs, the victim should give first priority to personal safety by seeking immediate assistance at the nearest hospital or the University Police Department. University Police staff are available 24 hours per day.
- If personal safety is not an immediate concern, the victim may also seek assistance at the Counseling Center or Health Services – staff should be able to provide supportive assistance, including guidance on the importance of preserving evidence which will be necessary to prove criminal sexual assault if the victim subsequently chooses to pursue the incident through proper law enforcement channels. It is important for the victim to give serious consideration to reporting incidents which do occur to the proper law enforcement agency.
- If the victim chooses to report an incident of sexual assault, it should be reported to the appropriate police department (if the incident occurred on campus, the University Police). Staff from the Sexual Assault Counseling and Information Services (SACIS) are available to assist a victim in reporting an incident of sexual assault to the proper law enforcement agency. For campus disciplinary action, University Police will refer the matter to the Office of Student Standards if the alleged perpetrator is a student, or to the appropriate vice president if the alleged perpetrator is an employee. For criminal prosecution, the University Police will investigate the incident or request assistance from an outside law enforcement agency. The victim may also file a complaint with the Office of Civil Rights. (Sexual Assaults reported to have occurred on or adjacent to the campus are listed on the crime log but victim names are withheld.)
- Victims of sexual assault may seek support in several areas:
- The University Police can provide referrals to relevant community agencies to employees, students, and campus visitors.
- Counseling Center provides private counseling for students.
- Employee Assistance Program provides counseling to employees.
- These services are available to all members of the campus community who are victims of sexual assault regardless of where the assault incident occurred.
The University will change a victim’s academic and living situations after an alleged sex offense if those changes are requested and reasonably available.
PROCEDURES FOR ON CAMPUS DISCIPLINARY ACTION
- Incidents in which the accused is a student will follow the procedures specified in the University Student Conduct Code.
- Incidents in which the accused is an employee will follow the disciplinary procedures outlined in the appropriate collective bargaining agreements, the Regulations of the Board of Trustees of Eastern Illinois University, and/or the Civil Service disciplinary procedures for non-negotiated employees.
- When university disciplinary proceedings are held concerning violent or sexual offenses, the student and the student’s accuser are entitled to the same opportunities to have others present during the hearing.
- When university disciplinary proceedings are held concerning violent or non-forcible sex offenses, the report on the results of the proceeding conducted against the alleged perpetrator will, upon written request, be disclosed to the alleged victim. If the alleged victim is deceased as a result of the offense, the next of kin of the victim shall be treated as the alleged victim.
- For a disciplinary proceeding regarding a sexual offense, both accuser and accused shall be informed of the outcome of the campus disciplinary proceeding.
POSSIBLE SANCTIONS
In addition to the outcomes of any criminal and/or civil proceedings, the University may also impose the following sanctions:
- Sanctions which may be imposed on students following a final determination of rape, acquaintance rape, or other sex offense (forcible or non-forcible) include official warning, disciplinary probation, suspension, or expulsion.
- Sanctions which may be imposed on employees following a final determination of rape, acquaintance rape, or other sex offense (forcible or non-forcible) include oral and written reprimands, fines, suspensions, and termination.
- Depending upon the perceived threat to the health or safety of the victim or of others in the University community, the University may take necessary and appropriate action to prevent unwanted contact or proximity with visitors who are alleged assailants.

MISSING STUDENTS
Eastern Illinois University strives to provide the safest possible working and learning environment for members of the campus community. It is the policy of the University that students residing on campus may provide emergency contact information to be used by the University when a student has been deemed to be missing for twenty four (24) hours.
Students may enter confidential emergency contact information on Panther Access to Web Services (PAWS) http://www.eiu.edu/paws
Upon notice of a possible missing person, appropriate campus personnel will be notified including housing employees affiliated with the student’s residence hall or campus apartment. University employees and students who receive notification of a possible missing person are directed to immediately contact the University Police Department (581-3212) and the Director of Housing and Dining (581-5111).
The University will notify appropriate law enforcement authorities within twenty four (24) hours after the student has been reported missing and will initiate emergency contact notification if it is determined that the student has been missing for more than twenty four (24) hours and has not returned to campus. For students under eighteen (18) years of age who are not emancipated, the University is required to notify a custodial parent or guardian.
CRIME PREVENTION AND SAFETY AWARENESS
Crime prevention and safety awareness programs are on-going facets of the University's attempt at reducing campus crime. Eastern's prevention programs are aimed at both minimizing criminal opportunities and encouraging students to be responsible for their own security and that of others. These programs stress the necessary cooperation and involvement of all campus members. Together with the housing staff, student organizations, and SACIS, the University Police Department has developed the following programs and offers them each semester.
PROGRAMS
RESIDENCE & STREET SAFETY: Provides students with information on protecting personal property and being aware of their surroundings. Approximately 15 times a year
ALCOHOL & DRUG ABUSE: Provides students with information regarding the effects of drug and alcohol use. Approximately 10 times a year
SELF-DEFENSE FOR WOMEN: Teaches female students, faculty, and staff some basic self-defense techniques and safety awareness. Approximately 5 times a year
RAD (RAPE AGGRESSION DEFENSE): Instructs female students, faculty, and staff in self-defense techniques and safety awareness. 2 – 3 times a year
CAMPUS CRIME LOG: Updated every 2 business days
CRIME ADVISORIES: As required
Emergency Flip-charts are posted in offices and classrooms to provide the campus community with information regarding reporting and dealing with emergency situations.
FIRE SAFETY
The Higher Education Opportunity Act, containing provisions for the Campus Fire Safety Right-to-Know act signed in to law August 14, 2008. The bill will require colleges and Universities to report fire safety information to the public.

UNIVERSITY HOUSING AND SECURITY
EIU provides on-campus housing for 4300 students in 12 residence halls, 17 apartment buildings, and 19 fraternity/sorority houses. Freshmen are required to live in the residence halls. There are single-sex residence halls and coed halls by wing, floor or suite. The housing staff includes professional live-in directors and resident assistants who reside on each residence hall floor. All undergo thorough training in upholding residence hall security policies. Outside residence hall doors are locked from 10:00 p.m. to 6:00 a.m. Guests are allowed to visit during visitation hours only, and all guests of the opposite sex must be escorted by the host student to and from the room. From midnight to 4:00 a.m., during the time the University is in session, the police force is augmented by student night assistants who aid in maintaining security in the halls and work closely with the police. Upon report of missing room keys, the room door lock is promptly re-cored.
CAMPUS MAINTENANCE
University buildings and grounds are maintained with a concern for safety and security. Contract employees are issued an identification tag and must sign for keys. There is a campus Safety Officer, and safety and security hazards are first priority for the Physical Plant Department. The campus academic areas, residential areas, and parking lots are well illuminated. Sidewalks are designed and maintained to provide easily traveled visible routes.
PARKING
Parents/visitors are encouraged to visit the campus at any time. Parking rules and regulations are enforced 24 hours a day, seven days a week. All vehicles must display a valid parking permit while parked on campus in accordance with specific lot signage. Some lots are also closed during early morning hours. A parking permit is not required on the weekends in student lots. Visitors may purchase a parking day pass at the University Police Department. Parking meters are also available at the Student Union and free visitor parking may be available by permit across from Blair Hall. Parking regulations are available at the University Police Department. .
CRIME STATISTICS
Crime statistics are reported to state and federal agencies and a crime log is available to view at the University Police Department and on the web at http://www.eiu.edu/~police/blotter.html. The crime log is updated every 2 business days. Eastern Illinois University believes providing timely information raises safety-consciousness. The Campus Security Act was amended in 1998. Any marked increase across years or in the revised statistics from previous years can be accounted for by the fact that the geographic boundaries for reporting were greatly expanded in 1998, and reporting of drug, alcohol, and weapons violations has also been broadened to include not only arrests but also disciplinary referrals.

When students or employees seek professional counseling from a professional counselor at any of the above organizations, the counselors are encouraged, if and when they deem it appropriate, to inform persons being counseled of the procedures to report crimes on a voluntary basis for inclusion into the annual crime statistics.

CAMPUS EMERGENCY MANAGEMENT PROVISIONS
Timely Warning
Warnings via e-mail and phone text messages will be generated when incidents reported to the campus police have occurred on campus or adjacent to the campus and present a serious and on-going threat to the university community as determined by the administration. The Vice President of Student Affairs (or designee) is responsible for issuing this timely warning. In general, warnings will be sent to the campus community as a whole but may be directed toward specific segments (i.e. inhabitants of a particular building).
Warning may not be sent if they are viewed as compromising to local law enforcement, interfere with emergency response, or endanger others.
Emergency Response
Emergencies or dangerous situations should be reported to the University Police Department and officers will be dispatched to investigate and confirm the emergency. If confirmed, the University Police Department will notify the Vice President of Student Affairs. Activation of all or part of the emergency notification system will be decided by the incident commander and the Vice President of Student Affairs.
The Institutional Emergencies Committee is maintained as a standing University committee for the purpose of advising the President on actions to be taken in the event of an emergency which threatens or requires the closing of the institution. The Committee shall be representative of students, faculty and administration and shall be composed of the President's Council, the Student Body President, the Chair of the Faculty Senate, and the Chair of the Staff Senate, to the extent they are available. The President shall serve as Chair.
Resource personnel to the Committee shall be composed of the Emergency Management Team.
The Emergency Management Team (EMT) will coordinate the immediate institutional response to situations involving loss of life, major accidents, disturbances, disasters, etc. The EMT does not replace the University's senior leadership in determining appropriate responses to emergencies, but rather coordinates the initial response and planning for emergencies under the direction of the President's Council. The membership will vary depending on the nature of the emergency.
The EMT will normally be formed from among the following members, as appropriate to the incident. Each member will have a designated alternate:
Vice President for Student Affairs, Chair
Director, University Housing and Dining Services
Director, Media Relations
Director, Counseling Center
Director, Health Service
Director, Minority Affairs
Director, International Students (if international students are involved)
Director, Student Services
Chief, University Police Department
Director, Office of Student Standards (for conduct-related emergencies)
Evacutaion Procedures
You MUST evacuate when ordered to do so. This includes both the activation of an audible/visible fire alarm and/or verbal orders from police or emergency resource personnel. In case of an emergency:
- Remain calm; walk, do not run. Keep noise to a minimum.
- Move in an orderly manner to the nearest exit. Exit signs are located throughout buildings, and evacuation routes are posted near public entrances and within each classroom.
- If smoke is in the air, stay as close to the floor as possible. Crawl, if necessary.
- Cover your nose and mouth with a wet cloth/paper towel, if possible.
- With back of hand, feel any closed doors for heat. If not hot, brace yourself against the door and open it slowly. If it is hot, DO NOT OPEN. Seek an alternate escape route.
- Use the stairs. DO NOT use the elevators. DO NOT push or crowd. Hold the handrails in stairwell. Assist people with disabilities, when possible.
- If relocating outside the building, move to an assembly area at least 300 feet from the building and watch for falling debris. Keep streets clear for emergency vehicles.
If you are unable to leave the building because of a physical disability, injury, or obstruction:
- Go to the nearest safe area.
- Notify the University Police at 911.
- Signal out a window, if possible.
- Remain calm. Responders will arrive.
Do not re-enter the building until authorized by police or other emergency response personnel.
Notification: EIU will promptly evaluate each situation based on incident specifics and life safety factors. Considering safe and effective victim assistance and emergency mitigation, a decision will be made by the Vice President of Student Affairs regarding the content of the notifications and/or the decision to initiate the notification system. The initial notifications, including ALERT EIU text messages, will normally provide basic information designed to immediately notify the EIU community of the situation. More detailed information will be included in the subsequent notifications and posted on EIU’s website. The University has multiple options to notify the campus community of emergency situations. Sirens on the campus may be activated along with a public address system to indicate an emergency. The campus webpage may be used to put out information, especially in regards to an on-going emergency. Flyers and bulletins may be posted around the campus and within university buildings. E-mail alerts and phone text messages may also be sent to alert the campus. (http://www.eiu.edu/alerteiu/ ) Students and employees are encouraged to sign up to receive emergency alerts via their cell phones and to check their campus e-mail accounts when safe to do so if the sirens are activated. The emergency weather and notification sirens are tested on the first Tuesday of the month at 10:00 and 10:30 a.m. respectively. In addition to ALERT EIU text messages, students, faculty, staff, and the surrounding community should be aware that information will be provided to WEIU Radio (88.9 FM) and TV Channel 51/Mediacom Cable 6 by the Media Relations Office.
