Guidelines for Modifying the Campus Master Plan

In accordance with the Campus Master Plan (as adopted by the Board of Trustees, 4/19/1999), the administration of the Campus Master Plan (the "Plan") is the responsibility of the Design Advisory Team (DAT). These Guidelines were developed to facilitate changes or modifications to the Plan that result from unforeseen conditions or other circumstances.

In the event a new project arises, or a different location is suggested for an existing project, the Design Advisory Team shall determine the validity of the proposal and provide a basis for a recommendation to support or deny the proposed amendment. These guidelines describe the steps that should be taken to ensure adequate analysis of proposed amendments. Once the analysis is complete, the Design Advisory Team shall submit a recommendation to the Vice President for Business Affairs. The Vice President for Business Affairs shall submit recommendations to the Board of Trustees for consideration as appropriate.

  1. Description of project issues

    An EIU Campus Master Plan Amendment Request Form and a brief narrative, should be prepared to describe the essential issues surrounding the project and why the project requires the Plan to be amended. Factors to be considered in developing the narrative include, among others:

    • whether the project is new and therefore previously not mentioned in the Plan;
    • external factors, size, utilities, or other physical characteristics that prevent the project from being developed where previously planned;
    • the implications to the future of the individual project and/or the Plan itself;
    • the operating needs the project is supposed to address.
    • the timeline required to accomplish the building/project

  2. Project description including scope of work

    A brief narrative should be prepared to describe the overall scope of the project. This description should include matters such as:

    • how many people will be served/affected by the project;
    • the character of the building/project;
    • the approximate space needs.

    Generally, the introductory section of the project program should suffice. If there is no detailed project program, a scope of work as described in the project work order with added detail may be used.

  3. Centrality of project to overall campus plans

    A narrative that describes how the project will address and affect the annual and long-range academic, student and/or business support plans should also be prepared. This narrative should address issues such as:

    • what goal the amendment achieves, that the original Plan did not;
    • how campus areas are affected by the proposed amendment - including the adverse effects of the proposal and an assessment of the severity of these adverse effects.

  4. Demonstration of constituent input

    The Design Advisory Team shall maintain evidence that departments and colleges/units affected by the project had the opportunity to provide comment and input to the proposed amendment. Such evidence shall include information regarding:

    • where meetings with departments\units and the campus community were held;
    • how people were informed of meetings and were afforded the opportunity to comment;
    • who attended meetings;
    • written comments received concerning the proposed amendment;
    • how much time the campus community had to comment on the proposed change(s).

  5. Requestor's analysis of factors

    After gathering and reviewing constituent input, the requestor shall prepare an analysis, which addresses the significant factors of the proposed amendment. This analysis shall consider issues such as:

    • the pros and cons of the proposal;
    • the short and long-term implications of the proposal;
    • who will be affected by the proposed amendment.

  6. Requestor's recommendation

    After analyzing all of the relevant information, the requestor shall prepare a brief recommendation to support the proposed amendment. This recommendation should also summarize, very briefly, the important factors that support the recommendation.

  7. Analysis of factors

    After gathering and reviewing constituent input, the Design Advisory Team shall prepare an analysis, which addresses the significant factors of the proposed amendment. This analysis shall consider issues such as:

    • the pros and cons of the proposal;
    • the short and long-term implications of the proposal;
    • who will be affected by the proposed amendment.

  8. Recommendation

    After analyzing all of the relevant information, the Design Advisory Team shall prepare a brief recommendation to support or deny the proposed amendment. This recommendation should also summarize, very briefly, the important factors that support the recommendation.
