Charles (Chuck) Phillips, Sr.
Director of Human Resources

Chuck Phillips offers a total of 27 years of human resources experience. Chuck has a master of Public Administration from the University of Michigan, Ann Arbor, Mi. and a Bachelor of Science from Prairie View A & M University in Texas.

His experience includes 21 years of Human Resources Manager for the City of Decatur, Illinois, 4.5 years as Director of Personnel Public & Employee Relations for the City of Muskegon Heights, Michigan, Administrative Intern for the city of Ann Arbor, Michigan, and Personnel Administrator for the Fort Worth, Terrant County community Action Agency.

An administrative Aide for the Department of Human Resources, Paula has been with the Human Resources Department since 1994 and with the University since 1986. Paula is a student in the COS program and is working toward a Career and Organizational Studies Degree.
