Civil Services Employee Benefits Provided for full-time employees. If employment is less than full-time, but 50% or greater, participation at a cost to the employee is optional. Coverage is effective the first day of employment. Available health plans are either State Health Plan or one of our Health Maintenance Organizations (HMO's). Coverage may be purchased for eligible dependents. Dental and vision coverage is provided, as separate plans, to all employees who are enrolled in one of the health plans. Coverage amount equal to 100% of annual salary. Additional insurance for the individual and/or eligible dependents may be purchased. State Universities Retirement System. Reciprocity with all other public retirement systems in Illinois. Employee contribution is 8% of gross earnings and is tax-sheltered. Participation is mandatory for employees with a minimum contract length of 4 months or more. Participants may select one of three retirement options. Traditional or Portable which are Defined Benefit Plans or Self Managed which is a Defined Contribution Plan. Contact Benefit Services, 581-5825, for further details. Vacation: Accrued leave may not be used while in probationary status or during the same period it is earned in. Vacation leave requests must be approved by the employees supervisor. Consideration will be based on the operational needs of the unit. Non-exempt employees, as defined by Fair Labor Standards Act criteria, shall earn vacation leave in accordance with the following schedule:
An employee in a status position shall earn sick leave at the rate of .0462 per hour for each hour in pay status, equivalent to one regular work day for each completed calendar month of service or twelve regular work days per year. Sick leave credit is pro-rated in the event the employee fails to complete a full month of service. There is no limit in the amount of sick leave which may be accumulated. An employee may use accumulated sick leave for the purpose of illness, injury or temporary disabilities relating to pregnancy, or for obtaining medical or dental consultation or treatment, or for special circumstances stipulated under the Bereavement Leave provisions. The Board, through its employer representative, reserves the right to require acceptable evidence of disability, illness, or injury before allowing use of any sick leave benefits. Sick leave can not be used in the same pay period it is earned in. Sick leave can be used while in probationary status but can not be substituted for vacation. Upon separation of service, half of the balance of days earned (from 01/01/84 through 12/31/97) and not used are compensable at full pay. Contact Benefit Services, 581-5825, for further details. Requests for leaves without pay for reasons other than disability, upon recommendation of a supervisor, may be granted by the employer representative after vacation leave is reduced to not more than five days. Each request will be considered on the basis of its individual merits and the operation needs of the employer representative. Bereavement Leave with pay shall be granted to an eligible non-negotiatied employee as outlined in Internal Governing Policy 4. Family & Medical Leave Request Form All employees who have a total cumulative service of at least one year with the Board of Trustees (BOT) and who have worked for 1250 hours over the last twelve months, may take up to a total of twelve weeks leave during any twelve month period. Tuition & fee waivers shall be granted to status civil service employees of the University. Full time employees will be granted 6 credit hours per academic term, 18 credit hours annually, 3/4 time employees, 4 credit hours per academic term, 12 credit hours annually, 1/2 time employees, 3 credit hours per academic term, 9 credit hours annually. These maximums are employee benefit limitations and do not apply to enrollment in approved work-related training programs, the purpose of which is to improve service. For courses held during the employee's work schedule, the employee may be excused to attend classes subject to a maximum, of 4 clock hours per week. Employees may use the tuition & fee waiver benefit while on probation with supervisor approval. Waivers are available on the Forms page or at the Benefit Services Office, 2031 Old Main, and must be approved before registering for any course work each semester. Waivers for EIU admission application fees, EIU graduation fees and reciprocal waivers to other State of Illinois Universities are available in Benefit Services. Upon verification of eligibility, a 50% tuition waiver waiver may be a offered to each child of any State of Illinois University employee who is employed at the time of application and has at least seven cumulative years of employment.
