Court Mandated Alcohol Educational Programs

At the request of EIU students who are caught in violation of Charleston & non-Charleston community alcohol policies, Eastern Illinois University has developed the following remedial alcohol education program, based upon current research findings that indicate effectiveness of reducing high-risk alcohol consumption in college students.

Limitations/Point of Interest to the Courts
This program is intended as an educational sanction, and does not involve formal alcohol assessment or counseling.

  • Eastern Illinois University currently is not licensed or approved by the Illinois Department of Human Services Office of Alcohol and Substance Abuse to provide formalized assessments, ASAM treatment or remedial DUI education/treatment.
  • Furthermore, the Eastern Illinois University Health Service only has a Certified Prevention Professional on its staff; we currently do not have a Certified Addictions Counselor available.
  • Students required to undergo formal assessment, DUI Remedial Education or treatment are referred to off-campus providers in the Charleston area or the student’s home community.
Limitations/Point of Interest to Attorneys
It is the policy of the Eastern Illinois University Health Service’s Health Education Resource Center to not see a student for the Off-Campus Remedial Alcohol Education Program, until after the court has rendered a final sentence.

Misuse, abuse and dependency of alcohol and other substances often have natural consequences (e.g. judicial sanctions, fines, education, treatment). In the past, students have initiated participation in this program prior to court appearances to intentionally minimize any sanctions that might be sentenced by the courts. Such action contradicts the philosophical underpinnings of natural consequences that we feel are important in helping break the denial that those who either are or are in risk of being chemically abusive or dependent might possess.

Program Costs
The Health Education Resource Center charges a program delivery fee of $150.00. This delivery fee covers program materials, staff time, and administrative fees.

Program Verification
Before initiating this program, students should forward any formal paperwork from the courts to the Assistant Director of Health Services or the Substance Abuse Education Coordinator for review, to ensure that the Off-Campus Remedial Alcohol Education Program meets the courts requirements. Additionally, this paperwork should also contain information concerning:
  • dates that the student is to complete the program by
  • individual/party that program verification is to be sent to
  • any additional reporting requirements by the court.
Program Components

Personal Drinking Profile (15 minutes)
The Personalized Drinking Profile involves a brief screening form that students fill out to discover their drinking patterns, and how their drinking compares to that of the average EIU student's. After completing the form and returning it to the HERC, the student will receive a feedback form. This feedback form includes a risk and family assessment and shows students what their typical BAC (Blood Alcohol Content) is for a normal week and what it was during the last occasion where they drank the most. Students can also compare how much they perceive the average college student drinks, to the actual amount the average person drinks.

Alcohol 101+ (Generally 1-3 hours)
A dynamic interactive CD-ROM program designed to help college students stop the misuse of alcohol on campus. Set on a "virtual campus," Alcohol 101 Plus™ specifically targets at-risk populations of the student body: Freshmen, Greeks, student-athletes, and judicial policy offenders. Through interactive video scenarios users have an opportunity to make "virtual" decisions for "virtual" characters. The CD includes an interactive game developed by SONY, b4udrink, which tests a user's knowledge about how alcohol affects the body, friends and school, sex, and the truths and consequences of college drinking. The CD-ROM also includes a "Virtual Bar," where a user can "virtually" drink and obtain personalized information on the impact of alcohol on their individual blood alcohol concentration and a "Virtual Brain," which conveys information about the physical and mental affects of alcohol. Students undergoing Alcohol 101+ as a judicial or court sanction also must correctly complete a study guide provided by the Health Education Resource Center.

Alcohol Response-Ability(Generally 3-6 hours, depending upon internet connection)
This class is composed of 6 modules with 23 test questions spread throughout the modules. Incorrect questions on the quiz will prompt the student back to where the answer is in the material for review. The goals of the class are to provide a solid foundation of alcohol information, to provide the student with a chance to evaluate his/her current risks with alcohol, and to provide motivational encouragement to make changes in decision-making patterns. The class can be completed at one time or can be done is segments as the student chooses. Information on the registration process is provided at the time of the hearing. Content Areas include: The Health Aspects of Alcohol: Information, Attitudes & Misperceptions; Alcohol and High-Risk Behavior: Lowering Your Risks; A Weekend Walk Through: An Interactive Choices Program; and Using Your Local Resources.

Motivational Interview (Approximately 1 hour)
Students undergoing this program will meet with the Substance Abuse Education Graduate Assistant to review educational components covered, discuss findings of Personal Drinking Profile, analyze motivation leading student to drink, and creation of a plan to eliminate or reduce high-risk drinking and/or maintain sobriety.
