The Minutes from the December 14 meeting:
- Comments on the December 2004 meeting minutes were expressed and approved.
- The committee goals for 2005 are-
- Review bylaws http://www.eiu.edu/~environ/Committee/bylaws.htm
- Emergency Preparedness- [ no action]
- After Hours calls for tornado warnings
- Reassembly points outside and inside the building
- Review the Blair Hall emergency
- Campus wide emergency drill
- Campus wide evacuation plan
- Reporting- reports from UPD, HR, etc.
- Reports from other originations and committees on campus
- Reports from specific area of responsibility,[i.e., Radiation Safety Officer. UPD, HR, Recycling, Safety Officer, etc.]
- Joe Barron presented information to the committee on the review of the EHSC's bylaws. Several questions from the committee were asked concerning the establishment of the committee and the scope of review the committee have in reviewing University methods and procedures.
- The question was asked - Who established the Committee? - Mr. Barron presented information found in IGP #156 establishing the EHSC and the EHSC will be organized by the Campus Safety Officer.
- Who selected the Committee Members? – Mr. Barron clarified that EHSC's membership was and is established by the Campus Safety Officer
i. May the EHSC advise the Campus Safety Officer on the number of the Members? Yes, by issuing a memo on the recommendation.
- Who will chair the EHSC? Mr. Barron stated the Chair of the EHSC is the Campus Safety Officer.
i. Should the IGP establish the committee and the structure? No, the Purpose, Membership, and Chair of the EHSC will be approved by the VPBA – Jeff Cooley.
- May the EHSC establish the Meeting Schedule and Adhoc Committees? Mr. Barron, Yes.
- Should the EHSC have “over sight” for other University committees? Mr. Barron said, EHSC should look into and make recommendations concerning “safety issues” and if there is a concern with a safety issue in an area that falls under a different University's committee, then the EHSC may make recommendations to that University's committee and to the Vice President for Business Affairs for further action. EHSC is to advise on Environmental, Health and Safety concerns and does not have “over sight” responsibilities.
- The EHSC is advisory to the Campus Safety Officer. Should the Campus Safety Officer provide information to the Campus on safety concerns instead of the EHSC? Dr. Bates discussed the past history and how the EHSC has volunteered and taken on the task as communicator to the campus in the past. The EHS department is a “staff of one” and needs the support of EHSC.
- Shall the Minutes or reports of the committee be sent to the Board of Trustees? Mr. Barron has discussed this matter with President Hencken and direct reports to the Board shall not occur. All reports should be sent to the VPBA office for referral to the Board.
- Open discussion:
- An issue with the Special events trailer parked in front of emergency blue light blocks the access and visibility of the blue light at Lantz's tennis courts.
- EHSC discussed that EIU's employees participate in a Coles County Hazardous Material Response Team. The most recent call that EIU responded to was a spill at Paris Illinois.
