Environmental Health and Safety Committee

10/14/03 Meeting Notes

Present: Gary Hanebrink, Mark Shaklee, Chuck Phillips, Joe Wall, Joe Barron, Sandra Baumgartner, Karen Nantz, Dan Carpenter, Sheila Poffinbarger and Mike Carter.

Meetings Schedule

EHS Committee meetings are scheduled for 3:15 p.m. on the second Tuesday of every month and will be held in the Facilities Planning and Management conference room.

Potential Future Agenda Items

Gary passed out copies of a memo sent to the EHS Committee relative to Committee goals, objectives and attendance. That memo listed the following as possible future topics for discussion:

  • Terrorism (risk assessment and protection). The Committee's focus would be risks in every campus lab relative to agents/animals, etc.; activities that take place in labs; background checks for people with lab access; and, of course, any other concerns identified. The University is currently participating in County and State risk assessment studies.
  • Fetal Protection Program (risks associated with lab activities).
  • Drivers' Training (for students/staff involved in auto accidents while driving University vehicles). Those people would be required to take web-based training and pass both a web-based exam and a driving exam prior to being allowed to drive a University vehicle again.
  • Capital Improvement Needs (fume hoods, ventilation and other workplace security needs).
  • Live Animal Lab Needs and Controls. An Animal Subjects Review Committee does exist. However, Gary continually discovers new labs, animal display cases, etc.
  • Grant Review for EHS Needs. The Committee would like to receive copies of grants in order to identify and investigate lab safety issues.

Gary asked if the Committee had any other topics for future discussion. Earthquake safety was suggested. IEMA is currently working on assessing the earthquake risk for this area.

The group discussed identifying students/staff on whom background checks should be run. Gary will send the group the URL of the Patriot Act and asked that they review the act for the purpose of identifying requirements we need to follow and determining future actions.

Disaster Drills

Gary informed the Committee that a tabletop disaster drill will take place from 8:00 a.m. – 12:00 p.m. on October 29. IEMA will run that drill and the Red Cross will participate.

Another drill is schedule for October 30. That drill is a recertification drill for Sarah Bush Lincoln Health Center and will involve a mock hazardous material spill. Sarah Bush will be the assembly point but some activities will take place at the old Clinical Services Building. The Charleston Fire Department, the Red Cross and other county agencies will participate in the drill. The campus community will be notified so as not to cause undue concern. There will be no lights or sirens used. The street behind the old Clinical Services Building will be closed during the drill.
