COUNCIL ON UNIVERSITY PLANNING AND BUDGET
December 12, 2003

1. Call to Order
Christine McCormick called the meeting to order.
2. Approval of Minutes of November 14, 2003
Motion (Butt/Carpenter): Approve the minutes of November 14, 2003 as corrected. Motion carried by acclamation.
3. Draft of Council's Response to NCA Committee's Request
A draft of the Council’s response to the NCA Committee request as reviewed by the Executive Committee was distributed. The report was compiled by Mahmood Butt, Steve Daniels, and Chris McCormick.
Motion (Butt/Fewell): Adopt the Report on CUPB for submission to the NCA Committee as corrected. Motion carried unanimously.
4. Planning Cycle/Budget
No formal report. Jim Shonkwiler did report that the possibility of a 2% rescission still exists.
5. Report of the Legislative Action Team
Jim Johnson reported that the Legislative Action Team will be going to Springfield on February 19 for Eastern Day at the Capitol. Any members interested in joining the Legislative Action Team should contact Jill Nilsen.
6. Subcommittee Reports
a. External Relations – No Report.
b. Academic Affairs – Dr. Addison reported that the Academic Affairs Subcommittee met on November 19, 2003. Individuals present included VPAA Blair Lord, and CUPB members William Addison, David Carpenter, Steve Daniels, Pat Fewell, and Ray Watkins. Discussion focused on suggested changes to the VPAA’s Goal Statement, including a modification of the language regarding targeting of new students, and the addition of a statement concerning policies and procedures to support the recruitment and sponsorship of foreign-born faculty.
c. Business Affairs – No Report.
d. Student Affairs – Eric Davidson reported the following:1) FY 06 Focus Statements for Student Affairs were distributed; 2) There is nothing new on call-backs; 3) Tuition and fees, including room and board, will be taken to the April Board meeting; and 4) Student fees – Tuition/Fee Review Committee to host presentations from fee-funded departments starting in February. Housing and Dining Services has a Revenue Bond Committee who helps with housing rates.
e. President’s Area – Cynthia Nichols reported that since the November CUPB meeting, the President’s Direct Reports have met. The President reviewed the current status of the University budget, the projected state budget, and funding for higher education. He discussed the relationship between enrollment and the budget. The President asked the direct reports to review the focus statements of their units in relation to the current presidential goals and the SWOTS submitted by CUPB. By February, each of the direct reports will submit revised focus statements with proposed FY05 and FY06 work-plans in the context of flat and/or reduced budgets.
7. Report of the Executive Committee
The Executive Committee met to set the agenda for the December meeting. The Committee also reviewed the draft of the response to the NCA Committee regarding CUPB. The draft will be presented to the full Council in December.
8. Other Business
Motion (Heumann/Carpenter): Move that CUPB oppose continuing expenditure of appropriated funds for the support of EIU athletics.
Amendment to the Motion (Carpenter/Butt): Postpone until such time as we receive information back from the President. Yes: Carpenter, Daniels, Gong, Fewell, Small, Tipton, Ranes, Robinson, Addison, Boorom, Nichols, No: Heumann, Hanner, Johnson, Hild, Stone, Hudson, Davidson, Abstain: Butt, Sloat, Reed, Craft, Baker. Motion carried.
9. Adjourn
Motion (Butt/Hudson): To adjourn the meeting. Motion carried.
