We the members of the Student
Society for Economics, also known as the Economics Club, have set forth
these guidelines which enable the organization to run smoothly and with
continuity. These guidelines are designed to provide resolutions to questions
that may surface in time.
ARTICLE I. NAME
Section 1
The name of this organization shall be the Student Society for Economics
/ Economics Club, Eastern Illinois University, Charleston, IL 61920.
ARTICLE II. PURPOSE
Section 1
The purpose of this organization shall be to coordinate and initiate matters
that will enhance the furthering of educational growth in Economics. The
organization shall also organize social functions to promote unity among
its members.
ARTICLE III. MEMBERSHIP
Section 1
A member of this organization shall be an Eastern Illinois University
graduate or undergraduate student who has completed or is currently enrolled
in at least one course in Economics.
Section 2
A member in good standing shall be defined as meeting the eligibility
requirements as stated in Section 1 of this article and shall have paid
dues as specified in Section 1 of Article IV.
Section 3
A quorum at a meeting is defined as a minimum of 51% of the regular membership
present.
ARTICLE IV. DUES
Section 1
Dues shall be paid by every member-in-good standing.
Section 2
The amount and periodicity of dues shall be voted on following officer
elections.
Section 3
The dues will be declared upon majority vote.
ARTICLE V. STANDING COMMITTEES
Section 1 Educational Affairs Committee
Section 1.a
This committee shall provide speakers to educate an open forum on economic
and related issues. It shall also provide the necessary publicity for
such events.
Section 1.b
The Educational Affairs committee shall be composed of the Vice President
for Educational Affairs (chair) and members at large who have declared
their active status in the committee and are so registered with the organization's
Secretary.
Section 2 Social Affairs Committee
Section 2.a
This committee shall plan and coordinate social events of the organization.
The committee is also responsible for the promotion of these events among
the university community.
Section 2.b
The Social Affairs Committee shall be composed of the Vice President for
Social Affairs (chair) and members at large who have declared their active
status in the committee and are so registered with the organization's
Secretary.
Section 3 Executive Committee
Section 3.a
The Executive Committee shall coordinate current and future activities
of the club, propose agendas for future meetings, and promote fundraising
activities of the Department of Economics (Telefund Drive).
Section 3.b
The Executive Committee shall be composed of the President (chair), Executive
Vice President, Vice President for Educational Affairs, Vice President
for Social Affairs, Secretary and Treasurer.
Section 3.c
The Executive Committee shall communicate its plans and ideas through
publication of Newsletters at regular intervals.
ARTICLE VI. OFFICERS
Section 1
Section 1.a
The President is the Chief Executive and thus is responsible for and overseas
the operations of the organization. He/she shall conduct all meetings
and must sign all documents and countersign all procurement. President
may vote only to make or break a tie.
Section 1.b
The President shall have been a member-in-good- standing for a minimum
of 1 semester.
Section 2
Section 2.a
The Executive Vice President shall perform the duties of the president
in his/her absence or incapacity. He/she shall also be the representative
designate at all external functions.
Section 2.b
The Executive Vice President shall have been a member-in-good-standing
for a minimum of 1 semester.
Section 3
The Secretary is responsible for keeping the minutes of meetings and when
necessary reading the minutes to the membership. The Secretary will also
be responsible for maintaining a current membership roll, and keeping
all documents of the organization. In the absence of the President or
Executive Vice President the he/she shall call the meeting to order and
preside over the meeting.
Section 4
The Treasurer is responsible for maintaining the financial position of
the organization, collecting dues, and holding the organization's funds.
Section 5
The offices of Secretary and Treasurer may be combined into a single office
(Secretary/Treasurer).
Section 6
The Vice President for Social Affairs is responsible for coordinating
and promoting the social functions of the organization.
Section 7
The Vice President for Educational Affairs is responsible for coordinating
and promoting educational programs of the organization.
Section 8
Upon the vacancy of the office of the President, the Executive Vice President
becomes the President. Should the offices of the President and Executive
Vice President become vacant simultaneously, elections for these offices
will be held forth with.
ARTICLE VII. ELECTIONS & MEETINGS
Section 1
The first and second official meetings of the academic year must be held
in September.
Section 2
Nominations and elections will be held during the organization's second
official meeting of the academic year.
Section 3
Nominees will be permitted to make an oral presentation before the organization
on election day not exceeding five minutes each.
Section 4
The presiding officer shall be responsible for the counting of the votes.
The presiding officer is permitted to vote exclusively so as to break
a tie.
Section 5
The candidate will be declared the winner on the basis of a majority vote.
ARTICLE VIII. RECALL OF OFFICERS
Section 1
The recall petition shall be initiated by a member-in-good- standing and
shall be signed by a minimum of two-thirds of all members-in-good-standing.
Section 2
The petition shall be presented to the presiding officer at which time
he/she will announce the recall of the officer(s) and initiate recall
procedures.
Section 3
The recall of officer(s) shall be immediate with nominations being taken
at the same meeting . Those nominated and the incumbent will be permitted
to make an oral presentation before the organization, not exceeding five
minutes each.
Section 4
Voting shall be by secret, written ballot.
Section 5
If the President is recalled, the recall process shall be turned over
to the Executive Vice President, who then shall be ineligible for the
nominations. The recall procedure is as stated above in Section 3.
ARTICLE IX. AFFILIATION
Section 1
Any affiliation shall be decided by this organization.
Section 2
Any organization to which this organization may be affiliated with must
be consistent with the Eastern Illinois University Code of Conduct.
Section 3
A two-thirds majority is necessary to ratify an affiliation.
ARTICLE X. ADVISORS
Section 1
An advisor is defined as a member of the faculty of Eastern Illinois University.
There shall be no maximum number of advisors, but the primary advisor
must be from the Department of Economics. Advisors are not members of
the organization.
Section 2
The primary advisor may veto without organization override any activity
or position taken or proposed by the organization that does not conform
with the Code of Conduct of Eastern Illinois University, the Laws of the
State of Illinois or the United States of America. No other rights or
veto powers are accorded advisors.
ARTICLE XI. AMENDMENTS
Section 1
Amendments shall be submitted in writing to the presiding officer one
meeting before it is presented for a vote.
Section 2
A two-thirds vote of a quorum is required for the adoption of an amendment.
ARTICLE XII. RATIFICATION
Section 1
Ratification of this constitution shall require a two-thirds majority
vote of the 1995-1996 membership.
Section 2
Upon ratification, this constitution will come into force as of May 1,
1996.
