The EIU budget request is aggregated in three distinct areas: operating, capital and program priority requests. Each area has data compiled using internal processes specific for the type of request being made. After a thorough analysis, the official budget documents are prepared. The official budget request documents are called Resource Allocation and Management Program, RAMP, and are submitted to the Illinois Board of Higher Education (IBHE). These documents are prepared by every state supported university and submitted to request funding from the state of Illinois.
