COBRA Insurance

Employees, former employees, retired employees, and the spouse and/or dependent children of any of these individuals who lose State of Illinois group health coverage due to certain qualifying events are considered "qualified beneficiaries" and may be eligible to continue coverage under provisions of COBRA. As a part of the Health Insurance Portability and Accountability Act (HIPAA), a child born to, or placed for adoption with, the covered employee during a period of COBRA coverage can also be a qualified beneficiary.

You do not have to show that you are in good health to choose continuation coverage under COBRA. However, coverage under COBRA is provided subject to your eligibility. Individuals who become entitled to Medicare or who obtain coverage under another group health plan which does not impose a pre-existing condition limitation or exclusion are ineligible for COBRA. The State of Illinois COBRA Administration Unit reserves the right to terminate your COBRA coverage retroactively if you are determined to be ineligible.

Your GIR can help you with any questions you may have on the termination of benefits and how you might apply for continuation of benefits under COBRA. Members may be eligible to continue life under portability and conversion options. Contact your GIR for information.

COBRA premiums are billed monthly to the employee's home address by CMS. All payments must be submitted to CMS by the due date to avoid termination of coverage. Calls may be directed to CMS Cobra Unit at 1-800-442-1300, or Benefit Services at 217-581-5825.
